Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Human Resources plans, acquires and manages human resources to help implement IAEA programmes. The Division delivers the full spectrum of HR services, including organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The IAEA's Information and Communications Technology infrastructure comprises state-of-the-art hardware and software platforms in a partially decentralized environment. The IAEA is currently implementing an ERP solution based on Oracle e-business suite.

Within this context, the Personnel Information Systems Group, reporting to the Director of Human Resources, is responsible for the design, development and operation of the HR Management Information Systems, which support human resources planning, policy formulation, decision-making, personnel transactions, recruitment of staff and medical services. The type of support and services provided by the Group ranges from business analysis and process improvement to software engineering, and the provision of statistical data for internal and external requirements.

Main Purpose

As a member of a team led by the Group Head, the Human Resources Information Systems Assistant provides advice and support for computerized solutions aimed at improving business processes and systems to meet organizational needs and applies technical knowledge to create/maintain effective information systems. He/she carries out essential information processing, analysis and dissemination of services. The Human Resources Information Systems Assistant is contributing to quality assurance and alignment of IT systems with HR policies and regulations.

Working Relationships

The Human Resources Information Systems Assistant interacts with users and other IT specialists, both inside and outside the organization, to develop computerized solutions. He/she also interacts with customers at the IAEA to agree on the scope of work to be undertaken, resource requirements and the implementation schedule.

Functions / Key Results Expected

  • Carry out requirements analysis to design software systems.
  • Develop and implement software systems, including acceptance testing, user training and the preparation of documentation (software not covered by the ERP AIPS, such as the retroactive payroll module, the JMS system, Radiation Monitoring Protection System, HR Enquire, etc.).
  • Provide software maintenance and technical support for existing software systems
  • Create specialized reports.
  • Support data administration activities.
  • Monitor data interfaces.
  • Serve as a functional and reporting expert in matters relating to the HRMS systems and data integrity, solving systems-related problems and defining requirements for necessary changes.
  • Participate in data conversion, migration and integration activities, including testing for the AIPS Plateau 3.
  • Assist HR users with standard IT and AIPS HR Plateau 3 troubleshooting issues.
  • Provide advice with respect to the purchase of IT equipment and manage the inventory of PCs, printers and toners

Knowledge, Skills and Abilities

  • Thorough understanding of software engineering processes and the software engineering life cycle.
  • Thorough knowledge of relational database management software (e.g. SQL Server) and SQL.
  • Thorough knowledge of web development.
  • Thorough knowledge of Visual Basic .NET, C#, ASP, JavaScript and HTML and knowledge of MVC
  • Advanced knowledge of Microsoft Office suite.
  • Demonstrated ability to produce HR reports from a variety of sources.

Education, Experience and Language Skills

  • Secondary education complemented by specialized training/certification in computer science or a related field (such as software engineering or information management).
  • A minimum of six years of relevant experience in software development and maintenance
  • Experience in the use of complex temporal databases in large information systems.
  • Experience in software project management.
  • Experience in the use of established formal methods and a disciplined approach to software engineering. This implies a disciplined, methodical approach to requirements analysis and system design.
  • Fluency in written and spoken English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €48 539 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
