Deputy Director/Chief Information Technology Officer, ITSSD, New York

UNICEF, the world’s leading organization working for the rights of children, seeks a Deputy Director/ Chief Information Technology Officer (IT Solutions and Services Division), D-1, New York, USA.    

Purpose:
Under the general direction of the Chief Information Officer/Director ITSS Division and in close collaboration with the ITSS leadership team in HQ and regions, the incumbent will:
- Manage a technical team and provide technical leadership in the optimization of the design of the UNICEF business process model and of the Enterprise Architecture supporting the business process model.
- Lead conceptual analysis, design, development, deployment, maintenance, and enhancement of UNICEF's systems supporting UNICEF operations, programmes and mature innovation solutions.
- Manage the production of business applications and related services that are aligned with current and projected business needs that are cost effective to develop and maintain, easy and fast to change, secure against a full range of potential internal and external threats.

Minimum Requirements:
Advanced university degree in computer science, software engineering, information systems management, or a related field with specialized training as below:
- Specialized training in IT project management, information systems management, network technology, IT management and policy.
- Theoretical foundations of computer science with practical applications of software, database, network and systems development. 

At least thirteen (13) years of professional work experience in posts of increasing managerial responsibility in the international, national or private sector. Practical professional experience, at the national and international levels, in senior professional and managerial positions related to information communication technology and management. Management experience in an ICT focused organization, including management experience managing an application system project.   Knowledge of UNICEF’s mandate, operations and systems/networks would be an asset.  

Fluency in English; and a second UN working language. Knowledge of French or Spanish would be desirable.

- Professional technical knowledge/expertise in a ICT in a large organization;
- Excellent organizational development skills, combined with proven ability to succeed in a complex multicultural environment;

- Ability to address staff issues in an empathetic way;
- Professional technical knowledge/expertise in ICT Planning;
- Leadership skills and excellent interpersonal skills.
