DEMOCRACY AND GOVERNANCE STAFF ASSOCIATE / ASSOCIATE

Tetra Tech ARD headquartered in Burlington, Vermont (http://tetratechintdev.com) is accepting expressions of interest for qualified Democracy and Governance (DG) Specialists to join the DG sector. Candidates should have prior experience with new business development, proposal writing, and contract management in either non-profit or for-profit international development. The successful candidate will be assigned DG project management (for Afghanistan work, either as a Deputy Project Manager or Project Manager, depending on experience), business development, and providing billable technical assistance duties by the Sector Director. Further, candidates should be interested in career development that leads to overseas assignments and senior home-office roles. Applicants should be willing to travel (including to Afghanistan) approximately 35% of the year, and should be able to take on assignments that may involve several months away from home.
The position will be based in Burlington, Vermont or in Tetra Tech ARD’s satellite office in Arlington, Virginia.A Virginia-based position will play a strong networking role with Tetra Tech ARD’s partners and other Washington, DC-based organizations.
Responsibilities:

* Backstop all aspects of Afghanistan project(s), including start up through close out administration and oversight; coordination with Home Office staff on logistics, procurement, budgets, and travel; project budget development and management; recruit and onboard technical consultants/personnel; collaborate with local staff to build capacity; and monitor work plan and deliverables to ensure contract compliance;

* Undertake a full portfolio of professional services in support of Tetra Tech ARD’s DG technical service areas, including new business development (marketing and proposal development), contractual and financial oversight, and management on ongoing projects;
* Design and lead strategies for supporting USG democracy and governance programming worldwide, including those in post conflict and transitioning environments;
* Contribute to corporate strategic planning and business opportunity development at Tetra Tech ARD and more broadly across Tetra Tech; and
* Work to raise Tetra Tech ARD’s profile as a technical leader in the DG field through activities that position the firm with our main clients and within the international development community.
Qualifications:
* Minimum of a Bachelor’s degree (advanced degree strongly preferred) in international development, public administration, political science, or a related field preferred;
* One to three years of experience managing USAID projects in developing countries preferred (with management support to an Afghanistan project highly desirable: service in volunteer programs such as the Peace Corps possibly relevant);
* Familiarity with USAID FORWARD, DRG Strategy, and emerging trends in governance and democracy development (e.g., conflict stabilization, civil society strengthening, youth and social inclusion, democracy promotion, citizen security, decentralization and local governance, anti-corruption, analytical services, etc.);
* Demonstrated excellent writing ability and previous successful proposal development experience responding to USAID and USG procurements;
* High level proficiency in MS Office applications;
* Strong oral and written communication skills for diverse audiences;
* Demonstrated strengths in multitasking and teamwork across hierarchies;
* Comfortable working in a fast-paced and sometimes intense work environment;
* Fluency in English and speaking and reading proficiency in at least one foreign language is required;
* Ability to conduct frequent short-term international fieldwork in post conflict and transitioning locations
(30%-40%); and
U.S. citizenship or a valid U.S. work permit is an absolute requirement.
