Chief, ICT Platform Section

New technologies that DIST has recently implemented both at central date centers and in field locations enhances the functionality and reliability of UNHCR’s global ICT infrastructure and has enabled the introduction of new applications and tools. While UNHCR’s managed services and other outsourcing contracts for infrastructure and maintenance will ensure that these new platforms are well maintained and dependable, DIST needs to enhance its internal capacity to engineer and integrate the new technologies, technically supervise and monitor the delivery of external providers and provide strategic planning and guidance on continuous, cost conscious improvement to UNHCR’s infrastructure platform.
Minimum qualifications and professional experience required:
• At least 15 years of experience in information technology of which 10 should be in managing complex decentralized IT operations, production support or computer operations
• University degree in ICT or relevant subject
• Experience running and managing a large, complex ICT infrastructure in a 24/7, “real-time” environment
• Proven ability to manage the delivery of effective support to a global organisation
• Experience managing and delivering hosted critical business applications in an enterprise environment
• Experience working with outsourced providers in delivering services based on service level agreements
• Proven track record implementing and managing ITIL processes
• Experience implementing disaster recovery, high availability and secure infrastructure solutions
• Experience leading a matrixed team to ensure collaboration and effective operations
• Proven experience building and successfully leading a team of ICT specialists
• Proven ability to create a continuous improvement culture with measurable results
• Experience resolving problems, responding to and completing audit recommendations and actions
• Strong verbal communications and executive-level presentation skills
• Ability to influence, manage and lead negotiations with internal and external stakeholders
• Good interpersonal skills that include the ability to effectively communicate both written and verbal
• Excellent written and spoken English
