We are recruiting for the following key roles:
The Response Manager will manage and coordinate the implementation of the WV’s response to people in need. As response manager lead the team in CAR; ensuring that programme and project activities are implemented as planned, meeting desired objectives and goals while being well coordinated and integrated with other programs in the overall WV CAR crisis response. The Response Manager (RM) will provide technical assistance in planning, implementation, monitoring and evaluation of the project in close coordination with technical sector teams
Required:University degree or qualification in a relevant subject with a focus on team management, project management or other relevant skills. 5 years: proven experience with International NGOs/UN in emergency relief projects, rehabilitation projects or related field. Experience in program management and implementation of multi sectoral emergency response projects. Previous experience working in complex emergency/rehabilitation settings. Well -versed with Logical Framework Analysis tool, Performance Measurement Frameworks and budget management. Must be a collaborator and team builder committed to the transfer of knowledge. Responsible steward of resources and assets. Innovator and calculated risk taker. Fluency in French and English (written and oral) is required.
The Operations Manager will lead the CAR Response Operations Team, providing direction, oversight and coordination to ensure that all programs are implemented to achieve desired results while adhering to humanitarian standards, processes and budgets.
Required:Master level or related qualification preferred in Social Science or related fields.5 years’ relief experience. Experience in managing diverse program funds. Experience in leading diverse teams in complex environments. Experience in establishing good relationships with other stakeholders. Proven ability to prioritise work, set objectives and meet project budget and timelines. Proficiency in written and oral French and English.
The Security Manager will ensure that effective security measures for the CAR programs are both appropriately planned for and addressed within the national context. Lead in the optimisation of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalising an organizational culture and practice of safety and security.
Required:Police/Law Enforcement or military training. No previous criminal record or convictions. Confirmed employment of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period). Valid Passport and Drivers License. First Aid qualified. At least 5 years experience in a proven security or emergency service field (public, private, and government or NGO sectors in military, security or law enforcement services). Operational experience. Strategic / Managerial experience. Radio and/or Satellite phone communications experience, operations and management. Demonstrated experience in designing and delivering training. Demonstrated project management stills and the ability to work effectively under pressure (particularly in a crisis situation). Ability to communicate well in English & French (verbal and written) – particularly in a crisis situation
The Programme Officer will assist in developing and coordinating proposals for multi-sector & multi-area relief, recovery and rehabilitation programs under the direction of the Operations Manager. Working as part of the Program Team, the Program Officer will be responsible for developing grant proposals through coordinating with relevant members to the Response Team. The Programme Officer will oversee individual grants and will be responsible for monitoring and providing timely reporting on the implementation of the activities.
Required:Degree or equivalent in relevant fields of study such as International Development, Political Science/International Relations, Economics, Sociology, or other related field. Self starter who can work independently under pressure. 2 years’ experience in emergency response programming. Previous experience in large scale humanitarian emergencies. Knowledge of budget requirements and regulations of major donors, including OFDA, DFATD, ECHO, DFAT, DFID and UN agencies. Familiarity with major humanitarian codes, principles and practice. Fluency in French and English (written and oral) is required.
