Proposal Summary:
The purpose of the anticipated Health Technical Assistance Project (BANTU) is to identify, recruit, hire, administer and support qualified individuals or organizations that will provide short or long-term technical assistance as needed and requested by USAID Indonesia’s Office of Health, in particular, to support USAID’s GHI and CDCS strategies and priorities.
Position Summary:
MSI is seeking to identify senior Technical Health Advisors to serve on the project team for the anticipated BANTU health staffing support contract under the USAID Indonesia Office of Health. These will be long-term assignments reporting to the project senior client relationship advisors and based in Jakarta. The Advisors will be responsible for the onboarding, orientation and oversight of placed technical specialists who fall under the Advisor’s technical area. They will also serve as the project’s point-of-contact for the hired technical specialists and ensure that any issues throughout their assignment are resolved. Technical Health Advisors will be needed in the following technical areas:
  • Maternal and child health;
  • Infectious and/or Neglected Tropical disease;
  • Health monitoring, evaluation and research;
  • Health systems strengthening/ governance/ management;
  • Staff training and capacity building in Health; and
  • Health information and information systems.

Responsibilities:
  • Work closely with BANTU senior client relationship managers and recruiters to assist in designing responses to client staffing requests.
  • Serve as the project’s point-of-contact for newly hired technical specialists. Lead onboarding, orientation and continued follow up for the technical specialists before, during and at the end of their assignments.
  • Serve as technical resource and point person for the designated area of health technical expertise.
  • Track the technical specialists’ deliverables in BANTU database and oversee quality assurance of staff under the designated technical area.
  • Collect feedback from demobilizing technical specialists to improve recruitment and management processes with recruiters and senior BANTU project staff.
  • Attend regular meetings with project management and staff.
Qualifications:
  • Graduate-level degree in public health, health administration, health science or a related subject matter.
  • Ten years’ experience in one or more of the specialized health fields listed above.
  • Experience working on USAID-funded or similar donor-funded health programs in Indonesia required.
  • Management experience strongly preferred.
  • Experience providing technical expertise to Indonesian government agencies/ staff preferred.
  • Fluency in English and Bahasa Indonesian.
  • Willing and able to travel throughout Indonesia if necessary.
