Technical Advisor, Labor & Workforce Development in Baghdad, Iraq

Under the supervision of the DCOP – Programs, provide ongoing technical leadership of the project’s target industry development activities. Assist in industry survey development and implementation, and subsequently identify short-term interventions in project catchment areas, targeting industries with clear economic growth and job creation opportunities. Establish relationships with industry leaders and corporate boards to identify potential workforce trends, scarcity of local talent and key skill sets impeding economic growth in target sectors. Involve Iraqi Chambers in issue identification and solutions to remove impediments to quality employment opportunities that will result in actual jobs.
· Assist in employer surveying and identification of employment opportunities, targeting industries with strong Iraqi job growth opportunities.
· Work with DCOP Programs to develop Annual Work Plans and Monthly Work Plans that align with goals established for the Broker. Goals will target assistance to employers in filling their job placement needs.
· Network and develop linkages with domestic and international private sector firms to identify labor force skills gaps and workforce needs.
· Develop innovative ways of strengthening strategic linkages among workforce development public and private training providers to develop demand-driven workforce development in the country.
· Liaise with workforce intermediary organizations (training institutes, vocational schools, job placement firms, career centers, NGOs, etc.) to improve the capacity for delivering quality demand-driven vocational education and job-matching services.
· Liaise with other donors to coordinate workforce development efforts with existing initiatives.
· Advise Knowledge Management Officers on opportunities to provide capacity strengthening training to program staff and partners with a focus on improving demand-driven employment and implementing effective employment related services.
Project Description:
FHI 360’s Iraq Opportunities Project, (known as Foras, which means “opportunity” in Arabic), seeks to alleviate unemployment and boost the country’s fledgling private sector by connecting Iraqi businesses with qualified workers. Using findings from a needs assessment of Iraqi employers, Foras will focus its efforts on strengthening job placement agencies, training institutions and other employment intermediaries with the goal of enhancing their ability to upgrade the skills and improve the employability of a diverse group of job seekers. Foras will also create a web-based employment portal that connects job seekers with employers and utilizes a mobile phone registration and alert system to extend access and opportunities to Iraqis without internet. Through these activities, Foras hopes to establish a sustainable blueprint for employing Iraq’s rapidly maturing workforce.
Qualifications:
Minimum Requirements:
  • Graduate/Master’s degree or equivalent and practical work experience in curriculum development, technical vocational education, business/private sector development; Ph.D. preferred.
  • Successful candidates for this role typically have 12+ years of total experience. At least 5 years of experience designing and implementing demand-driven workforce development initiatives in environments comparable to Iraq is required.
  • Experience in helping training institutions and job placement agencies organizations develop and implement employability services.
  • Experience in developing RFPs for grants/contracts focusing on demand-driven technical training.
  • Proven ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Dynamic, efficient, creative, detail-and client-oriented. Proficient writing and verbal communication skills.
Preferred Qualifications:
  • Experience in key industry workforce development.
  • Prior work experience in Iraq is preferred.
  • Prior work experience on USG-funded programming.
  • Proficiency in Arabic is preferred.
