Short-term specialists

Chemonics seeks four short-term specialists for the possible extension of The Iraq Governance Strengthening Project (GSP), a four-year, $58 million dollar USAID project enabling local governments to respond more effectively to community needs. The extension will focus on the devolution of ministries in Iraq and continued strengthening of local government services. These positions will be for up to six months in duration. All positions require Arabic knowledge and experience with local governments. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Positions include:
Organizational Development Specialist 

Responsibilities include:
  • Design organizational and training development of ministries
  • Develop survey forms and perform assessments and analyses to provide a picture of the organization (structure, functions, responsibilities, resources, etc.) "as is"
  • Analyze alternatives and make recommendations regarding such matters as organizational structure, team and quality improvement alternatives, budget development and administration, staffing, facilities, productivity, and policy and procedure development and implementation
  • Develop short-term and long-term targets and deliver technical assistance to improve organizations and strategies and a timetable for implementing improvements
​Communications Specialist

Responsibilities include:
  • Lead the documentation of lessons learned and sustainability approaches for the project 
  • Research and prepare applications for grant funding and resources to implement sustainability initiatives 
  • Track the progress of sustainability programs through the development of new metrics to measure success and progress in achieving the sustainability goals
  • Document and communicate lessons learned to be rolled out to other implementers
Education Specialist 

Responsibilities include:
  • Work with Iraqi local governments on the improvement of education services in targeted provinces
  • Assess the current state of education services in targeted provinces 
  • Provide recommendations to local government ministries for improving services to schools to foster higher attendance
Health Specialist
Responsibilities include:
  • ​Work with Iraqi local governments on the improvement of health services in targeted provinces
  • Assess the current state of health services in targeted provinces
  • Provide recommendations to local government ministries for improving health services to citizens
