Senior Planning & Development Officer

ECPAT International is a global network of organisations and individuals working together for the elimination of child prostitution, child pornography and the trafficking of children for sexual purposes. It seeks to encourage the world community to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.
The ECPAT network currently has 82 member organizations in 75 countries in Africa, Americas, Europe and the CIS, Asia and the Pacific. All of these members are independent organisations or coalitions working against the commercial sexual exploitation of children. The ECPAT Secretariat coordinates the global work of ECPAT International and is based in Bangkok, Thailand. The Secretariat designs programmes, advocacy and strategies to facilitate a range of network initiatives to make the greatest impact on combating Commercial Sexual Exploitation of Children (CSEC).
Job purpose
To develop and coordinate the organisation’s planning and monitoring process and to manage and ensure the implementation of a sustainable resource mobilization strategy.
Tasks and Responsibilities
Coordination of a coherent organizational planning process
  • Support management in the development of organizational and programme strategies;
  • Coordinate the development, implementation, monitoring and evaluation of ECPAT’s annual work plans. Ensure cohesion between different programmes and alignment with long term strategies;
  • Monitor and analyze overall programme implementation; review and analyze documents and reports; identify constraints and propose corrective actions; identify and track follow-up actions.
Development and implementation of organizational planning and M&E standards and tools
  • Enhance/develop an integrated process of planning, programming, budgeting and monitoring and evaluation. Develop quantitative and qualitative indicators, data collection tools, processes and systems for planning, monitoring and evaluation;
  • Coordinate the results based management planning and reporting process and coordinate the consolidation of high level organizational reports. Ensure work plans are results based;
  • Ensure all staff is aware of and familiar with standards and processes;
  • Coordinate evaluations (internal and external) including drafting of Terms of Reference; liaise with project partners and independent experts.
Resource mobilization
  • Lead resource mobilization and coordination of fundraising activities;
  • Coordinate activities in relation to grant management and ensure standards and deadlines are met;
  • Monitor overall developments in the field of donors and fundraising and identify potential funding opportunities for core and program funding. Communicate with donors on the organizational needs and developments. Maintain donor databases and contacts for future reference.
Profile
Qualifications
  • Advanced university degree in relevant field;
  • Minimum of 8 years relevant professional experience working in the fields of planning, monitoring and resource mobilization;
  • Fluency in English language; knowledge of other official UN languages is an asset.
