Context:
Under the direct supervision of the Chief of Mission (CoM) in Chad, the Project Officer (Reintegration) will be responsible and accountable for the management of the project of ‘Reintegration of Female Returnees from Sudan and Central African Republic in Chad’, including its administrative and financial aspects.
Core Functions / Responsibilities:
  1. Manage the direct implementation of the project, including the daily activity of the field offices, project financial aspect, project planning and implementation as well as project closure.
  2. Provide the National Project Officer and other project staff relevant advice/direction in relation to the project implementation.
  3. Manage the establishment of a database and ensure that data protection is applied with the implementation partners and with the government counterparts.
  4. Liaise and coordinate with relevant stakeholders, such as national and local government counterparts, civil society groups, national and international organizations and existing private sector networks.
  5. With the support of IOM Cameroun, liaise with the Embassy of Japan in Cameroun and provide timely updates of the project.
  6. Liaise with IOM Tokyo for the submission of timely accurate and reports and project updates. Contribute to the IOM Tokyo’s newsletters.
  7. Represent IOM with different stakeholders in the discussions /coordination meetings related to the project implementation and ensure sufficient information about the project is disseminated and coordinated with local and traditional representatives.
  8. Establish a network with relevant government counterparts and private sector partners in terms of marketing the locally produced products by assisted women cooperatives.
  9. Ensure full adherence to the principles of the Do no Harm Framework throughout the project implementation.
  10. Develop and manage a monitoring and evaluation system. Produce periodic monitoring reports.
  11. Ensure timely and quality submission of all project reports in accordance with IOM and donor formats. Prepare regular updates, project summaries, press releases and other relevant info materials and statistics, according to the specific project’s needs.
  12. Find synergies and liaise with IOM Chad colleagues implementing or supervising projects in the same geographical areas and/or in line with the Japanese funded project.
  13. Assist the CoM on project developments when necessary.
  14. Undertake duty travel relating to project as required.
  15. Perform such duties as may be assigned.

Required Qualifications and Experience
Education
• Master’s degree in Law, Political Science, Human Rights, International Relations, Peace and Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in implementing project management, post-conflict reintegration projects in a post-conflict environments;
• Experience working and managing projects with Government counterparts, • Knowledge of the DNH Framework an advantage;
• Knowledge of conflict context in eastern and northern Chad a distinct advantage.
Languages
Fluency in English and French is required. Working knowledge of Arabic an advantage.
