Project Manager – ENPI, Asia and Latin America
Objectives of the role:
In the framework of the United Nations’ Sustainable Energy for All initiative, the European Commission has launched a Technical Assistance facility to support developing countries to improve their policy and regulatory framework conditions aiming at providing attractive and enabling conditions for increased public and private investment in energy access, energy supplies, renewable energy as well as energy efficiency.
The two facilities DAI is recruiting for targets European neighbourhood, Asian, Caribbean, Latin America and Pacific.
The Project Manager will be required to oversee the project that will support the targeted developing countries to improve their policy and regulatory framework conditions aiming at providing attractive and enabling conditions for the increased public and private investment in energy access, energy supplies, renewable energy as well as energy efficiency.  In particular, the Project Manager will have to ensure the overall delivery of the project whilst maintaining regular contact with the Energy Unit C5 of the Directorate General for Development and Cooperation – EuropeAid, and the concerned EU Delegations, and the relevant regional bodies. Some travel will be required to Brussels and to partner countries.

Length of the project: 48 Months
Start Date: July 2014

Qualifications and Skills:
  • 4 year University degree in business administration or a related discipline
  • Proven communication skills (oral and written)
  • All experts must have excellent knowledge of English
  • Other languages such as French, Spanish and Russian would valuable assets
General Professional Experience:
  • 12 years of project management and coordination experience
  • Experience in organising seminars and workshops
Specific Professional Experience:
  • 3 years’ experience of project management and coordination (with project leader/manager/coordinator capacity) in development cooperation and in the energy sector
  • Experience in managing multi-country technical assistance projects in energy access, renewable energy or energy efficiency will be an advantage (for the purpose of this tender a ‘multi-country technical assistance project’ is a technical assistance project taking place in at least six countries simultaneously)
  • Work experience of projects involving energy sector policy reforms increasing access to modern and sustainable energy services in developing countries would be an advantage
  • Work experience with the EU rules and procedures would be an advantage
  • Work experience in the European neighbourhood, and/or Asia, and/or Latin America
