Water and Sanitation (WASH) Program
SNV has a small town urban sanitation and hygiene program in Sumatra Barat (Padang Pariaman,  Sijungjung) and Lampung: (Pringsewu and Lampung Selatan). The program is part of SNV’s regional urban sanitation program “Sustainable Sanitation and Hygiene for All”, which is also  currently running in Nepal and Bhutan. In Indonesia, the Sustainable Sanitation and Hygiene for All (SSH4A) program aligns with the Percepatan Pembangunan Sanitasi Permukiman program (PPSP) of the Indonesian government.
To support the program, SNV is currently seeking a highly qualified national candidate to fill the position of Programme Leader – Urban Water and Sanitation that will report to the Senior Advisor WASH.
Responsibilities
The Programme Leader is responsible for the overall management and implementation of the project to ensure quality of deliverables, including but not limited to:
1) Ensuring effective implementation and management of the program with a strong focus on increasing the impact and achieving results;
2) Provide advisory and technical expertise across the program, with specific responsibility to lead Component 3 (Governance/Regulation) and support Component 4 (Treatment, Re-use and Disposal) of the program;
3) Provide technical support to clients at national, provincial and town level regarding treatment re-use of waste, and regulations;
4) Manage relations with national, provincial and town partners and clients;
5) Ensure coordination and alignment of the program with related activities in the project provinces (West Sumatra and Lampung);
6) Oversee the work of external consultants;
7) Profile and position SNV among key WASH actors (government, donors and development partners);
8) Proactively contribute to identification of strategic funding partners and funding opportunities;
9) Be accountable for achievement of set knowledge deliverables and quality standards for the programs.
Candidate profile
  • Degree in civil/environmental engineering or urban planning;
  • At least 7 (seven) years of relevant experience in WASH, preferably in urban sanitation or related areas with strong focus on planning, regulations and technical matters;
  • Practical knowledge and experience with smaller town, non-conventional sanitation systems;
  • Established networks in WASH;
  • Proven track record in working with the government institutions;
  • Good command of English (verbal and written);
  • Excellent team player and strong facilitation skills;
  • Mature, open minded and positive attitude to learning and team-work.
Duty station: Jakarta or Lampung or West Sumatra with regular travel to other provinces and districts.
Contract duration: 1 year consultancy contract with the possibility of extension.
