The Caribbean Development Bank (CDB) is seeking to recruit a national from its Member Countries to fill the position of Operations Officer (Social Analyst), Basic Needs Trust Fund (BNTF) in the Social Sector Division (SSD) of the Projects Department.  The successful candidate will be based at CDB’s Office in St. Michael, Barbados.
CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region.  CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance (TA) and policy advice to its Borrowing Member Countries (BMCs) for the reduction of poverty.
 
The Role
Operations Officers (OOs) are collectively responsible for identification of potential projects and TA interventions for inclusion in the Bank’s pipeline.  The OO (Social Analyst), BNTF is responsible for providing social and community development expertise.  He/she is expected to stay abreast of advances in the social development discipline, drawing on international experience and research.  In addition, he/she is required to identify areas of operational policy, procedure and practice for improvement of “lessons learned” and best practices, to support programme/project development activities and project performance assessments.
The OO (Social Analyst), BNTF is accountable for due diligence, probity and professional excellence in the discharge of the position’s specific responsibility for the implementation of the components of the:
(a)        BNTF Programme (Regional);
(b)        BNTF Projects and sub-projects in ten (10) participating member countries; and
(c)        other assigned projects.
 
The Candidate
Eligible candidates should have:
  1. A Bachelor’s degree and a Master’s degree in the Social Sciences, Arts or Natural Sciences.
  2. A minimum of eight years’ experience in applied social analysis and social policy formulation including at least five years’ practical experience in the use of participatory methods and approaches in community development, planning, and project management.
  3. Direct experience of social research in the Caribbean context and knowledge of a broad range of qualitative and quantitative social research methods for analysis and monitoring.
  4. A good grasp of socio-economic, social policy and institutional development issues as they relate to poverty reduction and gender equality issues in English-speaking Caribbean Countries.
  5. Experience in working with national governments, regional and international organisations.
The successful candidate must be willing to live and work in Barbados.
