The Caribbean Development Bank (CDB) is seeking to recruit a national from its Member Countries to fill the position of Operations Officer (Gender and Development) (OO, G&D) in the Social Sector Division (SSD) of the Projects Department.  The successful candidate will be based at CDB’s Office in St. Michael, Barbados.
CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region.  CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance and policy advice to its Borrowing Member Countries (BMCs) for the reduction of poverty.
 
The Role
The OO, G&D will be accountable for the mainstreaming of gender equality throughout the Bank’s operations, internally through the establishment of mechanisms of accountability and the maintenance and implementation of appropriate standards, and externally by providing policy advice to the BMCs and maintaining dialogue with the Bank’s development partners, including civil society organisations.
In this regard, the responsibility of the OO, G&D includes:
  • accountability for the development and implementation of the Bank’s Gender Equality Policy and Operational Strategy (GEPOS);
  • the provision of policy guidance on gender equality issues including the integration of gender equality into relevant policy documents;
  • the integration of gender equality into the appraisal of investment projects (including financial intermediary lending); and
  • supervision of the institutional aspects of gender equality on all assigned projects, including responsibility for enlarging awareness, knowledge and competencies on the management of gender issues within the Divisions/Operations.
     
    The Candidate
    Eligible candidates should have:
    1. A Bachelor’s degree, and a Master’s degree in Gender Studies, Development Studies or any other relevant discipline.
    2. A minimum of eight years’ experience dealing with social policy in regional or international development including at least five years’ experience working on gender mainstreaming.
    3. A good grasp of economic, social policy and institutional development issues as they relate to poverty and its multiple dimensions as well as a sound knowledge of gender patterns and concerns in key socio-economic indicators relating to women, men and youth in the Caribbean.
    4. Experience in strategic development planning, management for development results and evidence-based design and implementation of development initiatives would be an asset.
    The successful candidate must be willing to live and work in Barbados.
