FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPD works with civil society to increase its credibility, visibility and effectiveness by building its capacity to:
• Engage with local government to increase its responsiveness to citizen needs;
• Solve community problems, engage youth in civic affairs, and provide needed services to citizens;
• Advocate for social justice, democratic reforms, human rights, and effective policies,
• Produce media, including online, radio, and television content, to promote social dialogue and tolerance; and
• Promote peaceful solutions to conflict and support peace negotiations.
Position Description: FHI 360’s Civil Society and Peacebuilding Department (CSPD) is currently recruiting for the position of Grants Manager for an anticipated USAID-funded Civil Society Strengthening and Media Development Program in Burma. S/he will develop and manage the grant-making program, including project start-up, grant implementation and close out. The Grants Manager will serve as the primary point of contact, communicate regularly with a range of sub grantees, and provide monitoring and oversight. S/he will ensure full compliance with USAID and FHI 360, manage the grant budget tracking and reporting system, and liaise with FHI 360 home office financial, compliance, and backstopping teams. The position is contingent upon funding.
Primary Responsibilities:
• Design and disseminate grants announcements and manage proposal review process for civil society strengthening grants;
• Monitor implementation and compliance of grant activities and grant results, in partnership with other staff;
• Manage grantee monitoring and evaluation and preparing regular reports on overall program M&E data;
• Serve as the point-of-contact to ensure consistent, coherent, clear support to grantees;
• Supervise Grants Officers;
• Prepare monthly reports to the COP/Program Director for use in preparing project-wide reports on all activities during the period, including any challenges, notable successes, and lessons learned.
Minimum Requirements:
• At least 5 (five) years of experience managing grants programs, with significant financial oversight responsibilities on large donor-funded projects;
• Previous work experience with low-capacity grantees;
• Solid experience developing monitoring plans and strategies to increase the capacity of grantees to meet donor requirements;
• Previous experience working with an international NGO, preferably in Burma;
• Demonstrated experience leading, managing and supporting a team of grants and/or finance professionals;
• Knowledge of USAID rules and regulations is strongly preferred;
• Ability to work effectively under pressure and in a highly collaborative team approach;
• Experience with QuickBooks or other accounting software strongly preferred;
• High integrity and strong attention to detail and ability to set priorities and meet deadlines; and
• Bachelor’s degree in accounting, finance, business administration, economics, or a related field. Master’s degree strongly preferred;
• Excellent oral and written communication skills in Burmese are required and professional proficiency in English preferred; and
• Proficiency in Shan, Karen languages, Rohingya, or other local languages is highly desired.
