Grants and Contracts Analyst

II. PROGRAM DESCRIPTION:

The Grants and Contracts office manages and supports TechnoServe’s donor awards, procurements and subawards, from pre-proposal stage through award close-out for global operations based from Washington DC.  The function lies within the Office of the Chief Financial Officer along with International Accounting, Planning and Budgeting, as well as Internal Audit.  The Grants and Contracts staff coordinates and communicates internally and externally in support of the TechnoServe global network.

III. POSITION DESCRIPTION:

  • Support proposal teams by coordinating inputs required for financial proposals including review and approval of  proposal budgets; provide support and training to program staff on TNS budget templates, cost strategies, and best practices in budgeting. Develop specific budget templates to meet both TNS and donor needs.
  • Review and negotiate newly awarded contracts, grants and cooperative agreements and disseminate and train operations and country staff on donor compliance issues.
  • Prepare or review requests for donor approvals and modifications such as no-cost extensions, changes in key personnel, changes in scope of work and/or program add-ons, and budget realignments.
  • Develop and maintain donor fact sheets identifying major compliance issues; research and disseminate donor regulations and other contract information 
  • Develop training materials and build capacity of operations and country staff in award management and donor policies and procedures; develop templates and check lists for country staff.
  • Review and approve procurements for goods and services contracts/POs.  Train field staff on TechnoServe Procurement Regulations and Procedures.
  • Develop and/or review sub-agreements in accordance with prime agreements and their respective flow down provisions.  Provide training and guidelines to program staff on subrecipient monitoring and donor regulations and compliance issues.
  • Monitor award close out process and assist program/country staff in collecting necessary close out documents in accordance with TechnoServe and donor regulations.  Develop donor specific close plans for use by country staff.
  • Other duties as required.

IV. REQUIRED SKILLS & EXPERIENCE:

  • Bachelor’s Degree (Master’s preferred) in business administration or related field
  • 3-5 years’ specific experience in contracts/grants administration with USAID/USDA, foundations, corporations and other multi and bilateral donors.
  • Extensive Knowledge of USAID, USDA and other USG acquisition and assistance administrative regulations such as the FAR, 22 CFR 226 and OMB circulars.  Certificate in Federal Contract Management a plus.
  • Strong budgeting and MS Excel skills.
  • Strong organizational skills and a capacity to handle multiple tasks under tight deadlines with high level of attention to detail.
  • Independent judgment and strong decision making skills required, with limited supervision.
  • Excellent communication and teamwork skills.   
  • Ability to communicate orally and in writing in Spanish required; Portuguese and/or French is highly desirable

V. PHYSICAL REQUIREMENTS:

  • The incumbent is expected to sit and work at a computer for long hours.
  • Must be capable of talking on the phone or Skype frequently throughout the day.
  • Must occasionally lift a box of paper or other items weighing approximately 20 lbs. and be capable of lifting own luggage when travelling.
  • Ability to stand for extended periods of time
  • Ability to lift 50 pounds
  • Other requirements may include climbing stairs, walking, bending over, pulling luggage and occasional driving.
