Organizational Context:
Develop, promote and manage projects for the implementation and modernization of postal financial services (PFS) organized by the UPU in member countries (MCs) with designated operators (DOs)
Main duties:
1. Development of postal financial services

1.1 Project implementation and international deployment
- Collect and analyze data relating to postal financial services and products and monitor the economic situation of the sector

- Prepare the necessary documentation (specifications, draft plans, budgets, etc.)

- Advise DOs on solutions, technical decisions, adaptation of products and services, priorities, etc.

- Organize the launch of projects in the field and check their progress, identify problems and suggest remedial measures

- Coordinate the necessary technical implementation with the Postal Technology Centre (PTC)

- Organize staff training sessions, creating and using distance learning tools (Trainpost*), among others, and leading training sessions if required

1.2 Evaluation, monitoring and development

- Create management charts and indicators for project follow-up, billing, satisfaction rates, results achieved, etc., and keep them up to date

- Evaluate the results of projects carried out and assist DOs with the operational use of services

- Ensure the continued deployment of PFS to new regions and countries on the basis of established indicators, best results and best practices. Carry out audit visits

1.3 Products and services

- Design/adapt the products and services, evaluating their operational and financial feasibility, based on existing data
- Analyze technical feasibility in conjunction with the PTC

1.4 Methodology

- Gather and evaluate best postal financial services practices within designated operators in member countries

- Prepare the UPU methodology for the establishment of postal financial services and keep it up to date

1.5 Development with designated operators

- Develop project launch plans with DOs in the regions, suggesting timetables for their implementation, and design and disseminate appropriate documentation. Assistance should be given with the choice of services and products

- Integrate these projects into the framework of regional development projects managed by the IB Development Cooperation Directorate (DCDEV), coordinate their implementation with the Directorate and manage them at the global level

- Organize and lead workshops and train IB representatives in the regions on PFS projects

- Assist in the creation of the postal payment services user group

2. Support for the UPU postal financial services bodies

- Prepare documentation concerning the development of postal financial services and submit it to the bodies for approval

- Provide secretariat support to the bodies of the POC Postal Financial Services Committee
QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (Bachelor level or similar, or business school equivalent) in marketing/sales, finance or micro-finance

Additional training on technical aspects of financial services in the postal area would be an advantage
Experience:
Several years' practical experience (at least five years) at national and/or international level in the financial services sector (Post, postal bank, micro-finance, bank) in the area of product and service development
Technical knowledge: 
- Very good knowledge of project and team leadership techniques

- Very good knowledge of operations and management of postal financial services

- Very good knowledge of the money transfer sector

- Good knowledge of techniques for promoting and marketing postal financial services and products

- Understanding of the main principles of financial regulations and measures for the prevention of money laundering, terrorist funding and financial crime
Skills and abilities / competencies:
- Sound knowledge of drafting and presentation techniques
- Very good knowledge of office software, in particular Excel and PowerPoint
- Practical sense of organizing and planning work
- Sense of initiative, keen interest in the design and implementation of new products and services
- Capacity for analysis and synthesis
- Aptitude for communication, good listening and persuasion skills
- Ability to teach
- Prepared to travel
- Ability to work as part of a team
Language skills:
Perfect proficiency in English or in French. Knowledge of the other language would be an advantage.

Post adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
