FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPD works with civil society to increase its credibility, visibility and effectiveness by building its capacity to: • Engage with local government to increase its responsiveness to citizen needs;
• Solve community problems, engage youth in civic affairs, and provide needed services to citizens;
• Advocate for social justice, democratic reforms, human rights, and effective policies,
• Produce media, including online, radio, and television content, to promote social dialogue and tolerance; and
• Promote peaceful solutions to conflict and support peace negotiations.
Position Description: FHI 360’s Civil Society and Peacebuilding Department (CSPD) currently seeks a Disabilities and Inclusive Development Advisor (DIA) for an anticipated USAID-funded Strengthening Civil Society and Media in Burma program. The position is contingent on funding. This position will be responsible for the technical and administrative leadership of activities implemented through the Leahy War Victims Fund (LWVF). Working closely with the Chief of Party (COP) and USAID/Burma, s/he will serve as the technical advisor to integrate persons with disabilities and vulnerable groups into program design and implementation as well as to promote gender integration. The DIA will be based in Rangoon and will be responsible for the day-to-day management, implementation, monitoring and reporting of the project’s regional activities related to inclusion of persons with disabilities. Burmese nationals are strongly encouraged to apply.
Primary Responsibilities:
• Act as program’s technical leader to integrate persons with disabilities, promote gender integration, and the inclusion of vulnerable groups into activities across USAID-funded programs;
• Help design and implement training and technical assistance activities aimed at disabled persons organizations (DPOs);
• Support the inclusion of persons with disabilities, marginalized people, ethnic and religious minorities, women, youth and other vulnerable groups are better connected to government through the program’s civil society and media activities;
• Raise awareness about the socio-economic issues and societal challenges persons with disabilities confront;
• Advance a national policy dialogue and support legislative development about disabilities issues; and
• Increase the involvement of persons with disabilities into the program’s activities,
• Manage deadlines, help draft reports, maintain records, and track and monitor progress toward program objectives; and
• Mentor and manage staff in a respectful and transparent manner, working with local staff to build their technical and administrative capacity.
Minimum Requirements:
• Bachelor’s degree or international equivalent in one of the following relevant fields is required: international development, conflict resolution, disabilities or gender studies, or a related field;
• Minimum of 3 (three) years’ experience promoting inclusion of persons with disabilities and integrating gender into development activities;
• Experience training local CSOs on the inclusion of individuals with disabilities and/or other vulnerable groups;
• Experience providing technical assistance and/or training to individuals with disabilities;
• Previous experience in Burma is required;
• Experience managing and implementing multiple, simultaneous development activities and several staff members;
• Proven record of excellent management, leadership, and decision-making skills;
• Knowledge of regional majority/minority ethnic dynamics and ability to work effectively in different ethnic communities;
• Experience with grants programs is preferred;
• Excellent oral and written communication skills in Burmese are required and professional proficiency in English preferred; and
• Proficiency in Shan, Karen languages, Rohingya, or other local languages is highly desired.
