Mission description

The incumbent's mission will be to provide leadership to the Directorate for European Cooperation & Strategy in compliance with the CEB's mandate, mission and objectives.
The incumbent will contribute to the development and implementation of the CEB's policy on European Institutions.
Reporting to the Governor, the incumbent will supervise a team including the Departments of "European & International Cooperation", "Corporate Responsibility & Studies” and “Donor Relations & Fiduciary Accounts".

He/She will:

  • Contribute to the CEB's overall institutional visibility, enabling it to be recognised as a partner of choice in the social development field in Europe, by:
    • maintaining and developing relations with the Council of Europe;
    • creating and maintaining pertinent relations and tapping into synergies with the EU and its bodies;
    • managing and coordinating the CEB's participation in EU financial facilities, coordinating its position in negotiations and new agreements;
    • supervising questions relating to corporate social responsibility;
    • providing guidelines for conducting research and studies intended for publication;
    • developing all means of internal and external communication;
    • supervising the management of donors' trust accounts: controlling and monitoring the use of funds, acting as trustee/interface between donors and fund users.
  • Participate with other IFIs in strategic working groups concerning European issues and with management to discuss possible future orientations for the Bank and other specific topics, and to advise the Governor, executive bodies and committees;
  • Manage the Directorate's operations, activities and resources in close collaboration with the Heads of other Directorates, Departments, their Deputies (or equivalent) and staff;
  • Provide leadership and direction to direct reports and/or staff members;
  • Act as chairperson for certain high level committees/meetings and facilitate discussion and decision-making.

Profile

Educational background:
  • Advanced level higher education degree (at least Master's level), preferably in economics, finance, law or political sciences.
Professional and technical competencies:
  • Proven professional track record, spanning 10 years or more, within the context of European institutions;
  • In-depth understanding of banking and financial issues;
  • Extensive international experience: ability to manage a wide range of contacts in the EU community and a capacity for maintaining good relations;
  • Good knowledge of the structure and organisation of the European Union, the aims and practical principles by which decisions are taken in Brussels would be very useful;
  • Excellent strategic thinking skills – an ability to translate concepts and general policy orientation into concrete proposals.
Managerial skills:
  • Demonstrable experience of high-level leadership and management skills in order to lead and motivate a group of highly qualified international professionals in a multi¬cultural, results-oriented organisation.
Languages:
  • Very good command of one of the CEB's two official languages (English or French) and good command of the other. Knowledge of a third European language would be appreciated.
Personal skills:
  • Strong communication and consultation skills. Service orientation and highly developed interaction and presentation skills;
  • Pragmatism and self-confidence, ability to make decisions in an autonomous and diplomatic way;
  • Ability to be a good team player, to participate fully in and contribute to the cohesiveness of the Bank's senior management;
  • Cultural, intellectual, and interpersonal flexibility in a very diverse, international set of cultures;
  • Nationality: citizen of one of the Bank's Member States.

Candidate criteria

Employment conditions
1) Contract: initial 3-year contract (probationary period), renewable for one or more periods varying in length between one and five years;
2) Duty station: Paris;
3) Grade and salary:
  • Grade A6 -A7;
  • the basic salary is contingent upon the step determined at the time of recruitment;
4) Benefits (determined by the candidate's personal situation and under certain conditions):
  • head of family;
  • expatriation allowance;
  • family allowances (children);
  • education allowance (children) for expatriate staff members;
  • settling-in and removal allowance for expatriate staff members;
5) Taxation: the items included in points 3) and 4) are not liable for income tax.
