Deputy Head of Humanitarian Unit / Typhoon Haiyan Relief Project

CBCP-NASSA / Caritas Philippines (NASSA), the development, advocacy and humanitarian arm of the Catholic Bishops’ Conference of the Philippines, is in need of the following for the NASSA / Caritas International's relief and rehabilitation efforts in dioceses affected by Typhoon HAIYAN / Yolanda.
Deputy Head of Humanitarian Unit
1. Position Identification

Coordinates with:All Head of UnitsComptroller, Human Resources Manager and Operations Assistant
Office Location: Manila (with frequent travelling)
Assist the Head of HU in its task to supervise:
  • Advisors of the Technical Advisory Board (TAB)
  • Program Managers responsible for: Disaster Risk Reduction (DRR); Livelihood; Shelter; Water, Sanitation and Health (WASH); Partnership Building; Capacity building; Training; Technical & Financial Assistance; Resource Mobilization;
  • Procurement/Logistics Coordinator
  • Monitoring, Evaluation, Assessment and Learning (MEAL) Manager
  • Senior Communications Officer
  • Administrative assistant;
  • All other employees and consultants hired, most notably in the context of Emergencies;
Assist the Head of HU in its task to work with:
  • Solidarity Team for Emergency Program (STEP)
  • Comptroller General
  • Human Resources Manager
  • Development Unit / Sustainable Agriculture Program Manager
  • Advocacy Unit Program Manager
  • Diocesan Social Action Center(DSACs) Directors.
2. Primary Responsibility and Tasks
Under the authority of the Head of HU, the Deputy Head of HU primarily assists the latter in its responsibilities to define, design, develop, implement, administer, manage, coordinate, monitor, evaluate, strengthen and duly report on all programs and activities of the HU, in particular in cases of Emergency situations, in compliance with NASSA programs, policies and procedures and donor regulations, as well as ensuring their management in concordance with SPHERE standardsIntegral Human Development framework and Do No Harm principles.
This position provides effective leadership to assist the Head of HU in overseeing all aspects of HU related programs and activities, especially in the context of Emergency situations, including strong support and oversight of field offices administration systems and issues.
Under the authority of the*****Head of HU*****, the overall responsibility and tasks include, but is not limited to, assisting the latter in:
a. Program management
  • Performing overall management of the Partnership BuildingCapacity buildingTrainingTechnical & Financial AssistanceResource MobilizationProcurement/Logistics and MEAL programs, activities and staff at NASSA, in field offices and in the dioceses;
  • Performing, in the context of Emergency Relief & Rehabilitation situations, overall management of the emergency response programs and activities, which could include without being limited to: DRRLivelihood,Shelter and WASH programs and activities, as well as Emergency related Communications activities;
  • Ensuring that the programs, operational plans and activities promote, align, support and contribute to the achievement of NASSA defined goals and objectives within specific timelines.
b. Supervisory
  • Managing all administrative functions in compliance with NASSA policies and procedures and donor regulations;
  • Ensuring all supervisees, direct or indirect, fulfill their respective responsibilities and other assigned functions in the most efficient, timely and effective manner;
  • Creating an environment of high level of cooperation and teamwork among supervisees and with all otherNASSA Units and Senior Management involved with the HU;
  • Collaborating to the regular updating of NASSA policies and procedures and ensure that they are disseminated to all offices and are understood by all HU staff;
  • Identifying needs for new administration procedures and take the lead on making those in coordination with field offices and relevant departments, especially finance;
  • Ensuring effective records management as per NASSA policies and procedures, establish and maintain proper filing and archiving system for hard and soft documents, including systems of field offices;
  • Coordinating formulation of work plans, performance plans and development plans for HU staff;
  • Representing the Head of HU at staff meetings and in planning sessions, if requested.
c. Capability building
  • Assisting DSACs in mobilizing internal and external resources and expertise to respond to the training and skills development needs of staff and beneficiaries;
  • Supervising the DSACs in their intervention in situation of Emergencies, according to NASSA programs, activities and guidelines;
d. Networking
  • Ensuring constant and good coordination with Caritas Internationalis Member Organizations (CIMOs) staff operating in partnership with NASSA and in the dioceses, other Non-Governmental Organizations (NGOs)staff and government officials to maximize the level of coordination, avoid duplication of activities and leverage resources;
  • Maintaining regular communication and good working relationship with diocesan, NASSA and CIMOs staff to ensure adequate and transparent information dissemination;
  • Attending and assisting all meetings, ongoing formations, and activities that may be called by the Head of HU and NASSA Executive Secretary.
e. Others
  • Performing other tasks as designated by Head of HU.
3. Requirements and Experience
Education and experience
  • University degree in Management/Business Administration or other relevant discipline. Masters degree in relevant discipline will be an added advantage;
  • At least 4 years of experience at Management level in similar positions.
Requirements
  • Excellent supervisory and leaderships skills, organized management style;
  • Excellent ability to handle high level of pressure, multi-tasking, prioritization, problem solving, planning, analytical ability and judgments and negotiation skills are key to this position;
  • Demonstrated high standards of professionalism, initiative and best stewardship of resources;
  • Proven record of absolute personal integrity, honesty and confidentiality are mandatory;
  • Positive team behavior and ability to coordinate/cooperate with other Units;
  • Excellent spoken and written Tagalog (Being fluent in Cebuano would be an advantage);
  • Very good spoken and written English;
  • Ability to use MS Windows and MS Office packages.
