Deputy Country Director – Programs

Location (Country & Base): Juba, South Sudan
Contract duration: 6 months (Person to be on board until 31st October 2014)
Starting date in-country: 15th May 2014 (2 weeks handover with predecessor who leaves 31st May 2014)

Objective 1: Management of Technical Department
  • Provides strategic direction to the Technical Coordinators ensuring the effective delivery of program activities.
  • Lead the program development process to ensure the creation of robust and appropriate programs that meet the values and objectives of ACF as an organization and donor requirements and expectations to ensure ongoing funding.
  • Ensure timely submission of quality proposals and reports to HQ and donors, as per defined timeframes and set processes, under CDs guidance and with inputs from mission staff.
  • Ensure project work plans, expenditure plans etc. are developed and followed by technical teams to ensure timely and smooth implantation of programs.
  • Regular field visits to fieldwork areas and bases and participation in exploratory missions.
  • Assist the CD in maintenance of digital and physical filing system for all program related information (project and M&E data) and contracts.
  • Provide formal and informal capacity building trainings to staff.
  • Regular participation in Coordination meetings at the capital level.
  • Act as an effective interface and liaison between program and support departments to ensure timely identification of issues and smooth operations.
  • Actively participate, provide support to CD and ensure active participation of technical teams in Country Strategy development.
  • Responsible for the promotion of technical integration and sensitization of staff on its applications
Objective 2: Coordination
  • Maintain effective donor relations under the guidance of the CD and take responsibility for interacting directly and leading discussions in his/her absence.
  • Ensuring ACF participation in all relevant UN, donor, sectoral and govt. forms/meetings and ensure active coordination with all cluster partners and lead agencies.
  • Ensure accurate and timely donor communications on issues relating contracts, significant change to project organigram, financial aspects (cost and no-cost extensions), case studies and regular information sharing.
  • Ensure all types of MoUs and agreements with national, state and county level govt. departments are established and these relationships and nurtured.
  • Provide coordination support in the absence of responsible capital technical/other staff, under the guidance of the CD.
Objective 3: Reporting and M & E
  • Ensure timely submission of all internal reports from technical departments
  • Ensure timely collation and submission of donor report inputs from all technical departments and ensure coordination with support team to ensure accuracy of such reports.
  • Assist the mission/departments in improve its M&E systems and tools.
  • Ensure all project proposals have sufficient resources allocated for M&E and ensure budgeting and implementation of internal/external evaluations according to ACF guidelines and under CDs guidance.
  • Plan and implement capitalization plans for capturing and featuring mission activities in reports and proposals as well as ACF website and other communication streams.
  • Ensure timely inputs to the missions/base Sitreps from all program departments responsible.
Objective 4: HR and other
  • Actively advise the coordinators and PMs on project staffing plan design.
  • Responsible for maintaining current JDs for all technical positions, and revising them as needed, with assistance of HRCO and relevant technical team members.
  • Assist the mission in recruitment of qualified national technical staff.
  • Ensure all technical staff has their Performance Appraisals completed in time.
  • Ensure technical briefing and de-briefing for senor national/international mission staff, consultants, others.
Internal & External Relationship/s
Internal
  • Nutrition, WASH & FSL Coordinator : hierarchical relationship – direct management – exchange of information
  • Administrative Coordinator : exchange of information and collaboration on financial and planning matters
  • HR Coordinator : exchange of information and collaboration on recruitment, training and, if need be, on team management problems
  • Others Program Managers: exchange of information and coordination (integrated approach)
External
  • Local governmental and non-governmental partners : exchange of information, coordination, training, supervision, influence on choice of technical options
  • Local medical authorities : exchange of information, coordination, influence on choice of technical options
  • Local representatives of international aid organisations : exchange of information
REPORTING RESPONSIBILITIES
Compilation of Monthly field activity report including APRs
Monthly & quarterly donor reports as required by each grant
POSITION REQUIREMENTS
QUALIFICATIONS
Advanced University degree (Masters) preferably in development and/or political/humanitarian studies or equivalent.
SKILLS & EXPERIENCE
ESSENTIAL
  • Significant experience with INGOs in recovery and complex emergencies. Previous experience with partnerships and alliances an asset.
  • Proven management and coordination skills (HR, projects, and stress management).
  • Proven ability to translate analysis and evaluation into operational planning and strategy.
  • Experience with evaluations and monitoring as well as PCM.
  • Experience with press and donor communications.
  • Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, DFID, OFDA, etc.)
  • Ability to work in a mainstreamed manner and analyze/capitalize institutionalized information.
  • Good diplomatic and negotiation skills
  • Disciplined and able to work and arrive at decisions autonomously and with minimal guidance.
  • Fluent in English (professional English).
  • Excellent drafting and writing skills.
