Data System Manager

On the heels of the tragic earthquake of 2010, J/P HRO mobilized a rapid and effective response to save lives and to manage the Pétion-Ville Camp, which swelled to nearly 60,000 displaced earthquake survivors. J/P HRO quickly expanded its services in step with the needs on the ground, working to revitalize local Haitian communities through focused programs including: camp and relocation management, medical clinics, education, community development and livelihoods and engineering, rubble removal and reconstruction. The Organization is looking for: One (1)Data System Manager**, based** at Delmas.
Summary
Following the devastating earthquake in January 2010, more than 55,000 people were displaced in the camps of Petionville Club and Cite’ Maxo. Since March 2010, J/P Haitian Relief Organization (J/P HRO) has engaged in camp management and in supporting families’ return to more durable housing solutions. More than 5340 families have been relocated since September 2011 and J/P HRO now wants to upgrade the data management system for current and future relocations activities. J/P HRO will build on current expertise in the field of relocations to relocate additional camps in a country where more than 145,000 IDPs still live in temporary shelters and tents. To do so, J/P HRO will be converting and upgrading the data management system to Salesforce and Taroworks the platform to strengthen and ‘hardwire’ the data management system.
Duties and responsibilities:
Under the supervision of the Camp &Relocations Project Manager, the responsibilities are as follow:
  • Refining and continuing development of data architecture within Salesforce and Taroworks for operational use
  • Improving and streamlining the digital data collection and backend data management, workflows, and reporting mechanisms through Salesforce and Taroworks and other relevant software as needed
  • Ensuring that any modification to the relocations process is captured by the system
  • Training on regular basis and as needed all team members on using the Salesforce and Taroworks software and Android system as is relevant for each position, including assisting Deputy Project Managers and Officers in improving the understanding and use of the system by all of the members of the team
  • Advising the Returns and Relocations Project Manager and the Relocations Process Deputy Project Manager on ways to improve data management efficiency and processes, and overseeing restructuring of data
  • Managing the Geographic Information System for J/P HRO in coordination with each program manager as needed and under the supervision of the Relocations Project Manager and Relocations Process Deputy Project Manager
  • Coordinating data management architecture and requirements as requested by POD (Program and Organizational Development)
  • Fulfilling all required reporting tasks in a timely manner
  • Perform any other duties as required by the Relocations Process Deputy Project Manager
Qualifications, Experience and Skills:
• 3-4 Years of relevant experience
• Proven Expertise in Salesforce (and preferably Taroworks as well)
• Fluent in English and French
• Bachelors in Computer Information Systems or relevant area of expertise (required), Masters preferred
• Technical expertise and in diverse programming languages including Javascript (preferred)
• Technical working knowledge of ArcGIS (preferred)
• Well-versed in Word, Excel, Access and Microsoft Office Suite
• Fluency in English (required), fluency in French and Creole (preferred, minimum requirement: functional in French or Creole)
• Strong organizational and problem-solving skills
• Proven ability to design data systems and work-flows
• Attention to detail
• Critical thinking and capacity to proactively identify issues that may impact data collection and management
• Excellent communication skills and ability to work under pressure and in a multicultural environment
• Proactive work ethic, ability to work independently extensively as well as within a team
