Job Description
The Chief Operations Officer (COO) at IFDC reports to the Chief Executive Officer and is responsible for supervising and providing oversight to IFDC's Eurasia, North and West Africa, and East and Southern Africa Divisions. Additionally, this position supervises the Director of the Training and Workshop Coordination Unit. The COO will also supervise a Business Development Officer, and thus, of primary concern, will be the continuous development of existing contracts in the 30 developing countries that IFDC currently serves, while simultaneously ensuring a pipeline of new opportunities continue to flow for the continued growth of IFDC.
Required Skills
This person will be expected to bring a wealth of knowledge from a background in Agriculture and International Development. Specific to this knowledge base, the incumbent should possess the following skill set(s) and competencies:
  • Institutional Strategy: Supervise and coordinate strategic activities with the assistance of unit managers (e.g., planning new projects with supervisor of unit). Ensure that all international activities are planned and carried out effectively and with efficiency.
  • Organizational Development: Develops plans that ensures the foundation of IFDC, its regional offices, continue to find ways to thrive with new business and support our current work in the developing world with creative approaches that foster efficiency and effectiveness, thus creating health for the organization as a whole.
  • Budgeting and Finance: Prepare formal annual budgets for review (e.g., providing input on budgeted expenditures for manpower, equipment, travel, space and printing, justifying budget formally to the supervisor)
  • Mentoring: Provide advice, instruction, and council that support the development of subordinates in ways that facilitate effective succession planning worldwide.
  • Compliance: Establishing the ethical and legal responsibilities of donor intent is fulfilled with excellence.
  • Training: Support and direct the activities of Providing input on subordinate training needs (e.g., identifying additional training needs for an employee if it pertains to an employee's job)
  • Supervision: Ensuring the developmental needs of supervisors and staff are reviewed and measured against the goals of the organization. This may include: behavior modification, dispute resolution, competence assessment, and performance based reward methods.
  • Coordination: Work collaboratively with the Chiefs of function for other areas (Finance, Human Resources, Programs, and Communications) concerning strategic importance to the organization.
Required Experience
  • Minimum of a Master's Degree in Business, Agriculture, International Development or closely related field.
  • Minimum of 15 years' experience in a closely related function, with at least 5 years at the Director's level
  • Strong interpersonal communications skills that will facilitate productive communication with local and global staff, executive leadership, and public and private donor agencies.
  • Previous work with USAID related projects and strong technical knowledge of the rules, regulations and oversight therein to provide specified deliverables with excellence.
  • Previous work with the creation of public private partnerships
  • A demonstrated ability to review and/or develop contracts, confidentiality agreements, and teaming agreements with clients, service providers, funding organizations, etc.
  • Ability to travel extensively to international locations, including assignments in developing countries
  • A proven ability to supervise senior level management.
  • Fluency in English is required.
  • Working knowledge of French is highly desirable
